Update 11/5/2012: The short video above is not an officially sanctioned trailer for Kanye West's short film Cruel Winter. (There's no definitive word yet that a Cruel Winter film, or album, will ever be made.) West's label Def Jam denied its authenticity last Thursday, and the video's director Austin Christianson tells Fuse it was made without the consent of West or his camp:
The trailer was independently made and the video is essentially a concept trailer. It's used for pitching an idea and/or concept to a client. With that said, the video was being used for pitching purposes and it's naturally intended only for the client to see.
Christianson has removed the teaser from his YouTube and Vimeo pages.

Kanye West has a released a teaser for his short film Cruel Winter—which is also potentially the title of a second G.O.O.D. Music album. The clip, which is under a minute long, features a grim woodsscape and is "narrated" by the speech President George H.W. Bush made to alert the public of the beginning of the Gulf War. Kind of a weird decision on West's part, considering Ye's past with George W, who claimed West's post-Katrina outburst was one of the "all-time lows" of his presidency.
