L.A. singer Phoebe Ryan may be afraid of commitment—It's my greatest fear, loving anyone, anything—but it would appear that she very much enjoys getting stoned and making out. On her gauzy new electro-pop single "Chronic," she sings in a whispery alto about the kind of kisses that get you high, both literally and figuratively: Your chronic, I want it/ like, all the time.
