Norm was written and produced by Shauf in his garage during the early days of the COVID pandemic when a tour in support of 2020 album The Neon Skyline was postponed. Inspired by David Lynch's Mullholland Drive and the idea of an unreliable narrator, Shauf worked with a story editor as he built a narrative around the Norm character.

"The character of Norm is introduced in a really nice way," Shauf explains in a statement. "But the closer you pay attention to the record, the more you're going to realize that it's sinister."
