When Baltimore was flooded with protestors in the wake of Freddie Gray's death, a handful of musicians responded, including Rihanna who posted a picture of a teary-eyed black police officer to Instagram. According to the Baltimore Sun, however, Rihanna wanted to do a lot more than just that. The pop star reportedly planned on visiting the city to walk with protestors and treat them to a free concert, but was prevented from doing so by local law enforcement. "Possible Rihanna Concert at Penn & North," said a situation report dated May 1. "No time given. Police are claiming they have no permit so it will not be allowed." Rihanna has yet to comment.
